Administration
Administration
The Administration Department is located in Room 2100 of the Village Hall,
and is responsible for personnel, purchasing, risk management, fiscal year
budget preparation and administration, data processing and daily supervision of
Village departments. Residents are invited to address general inquiries to the
Village Manager's Office, which in turn may forward specific matters to the
appropriate department or agency.
The Village Manager is the chief administrative officer of the Village. This
individual is responsible to the Mayor and Board of Trustees for the proper
administration of all affairs of the Village and implementation of Village Board
policy.

Profile: Appointed as Village
Manager in 1989, the longest serving Manager in the
Village’s history. Previously served as Assistant Village
Manager since October 1986. In addition to Addison,
during his 31 year career, served in administrative
positions with the Villages of Woodridge and Orland Park.
In 1991, he was the Chairman of
the Intergovernmental Risk Management Agency (IRMA), which
provides insurance and risk management services to over 70
Chicagoland municipalities. In 2004-5, he served as
Secretary/Treasurer of the DuPage Mayors and Managers
Conference, a Council of Government which represents the
interests of 33 communities in DuPage County. In 2011,
elected as an "At Large" member of the Board of Directors of
the DuPage Mayors and Managers Conference. In 2010, was
appointed to the DuPage County Emergency Telephone Systems
Board, representing the DuPage Mayors and Managers
Conference.
During his tenure, the Village has received five bond rating
upgrades (from A to AAA), and has been a leader in community
relations, intergovernmental cooperation, and in the use of
technology. The Village has also pursued an extensive
program of public improvements, including $30 million in
flood control work, $34 million in new and remodeled public
buildings, and tens of millions in numerous utility, roadway
and other public improvements. In addition, the Village has
pursued extensive residential and commercial redevelopment
activities, which are remaking the look of the community. In
2002, Addison was only the second municipal government in
the State of Illinois to receive the Commitment to
Excellence (Bronze Award) from the Lincoln Foundation for
Business Excellence. The Lincoln Foundation reviews Illinois
organizations for performance and organizational excellence,
and uses a rating system which is similar to the Malcolm
Baldridge National Quality Award.
Mr. Block holds a Bachelor of Arts degree in Public
Administration from Lewis University (1979), and a Masters
degree in Public Administration from Northern Illinois
University (1980). He was an adjunct lecturer in the
Department of Political Science at Lewis University for over
twenty (20) years, and has also lectured at the Graduate
School at Northern Illinois University.
He and his wife Karin have resided in Addison since 1987. |
